Agreement workshops are presented by Dr. Jeana Locke and Ms. Carolyn Goad.
Their goal is to
facilitate an effective and successful Higher Education and Technology
Center/Industry Cooperative Agreement
process. With this in mind, three (3) workshops and books have been developed.

Our
Workshop
PRESENTERS
Dr.
Jeana Locke and Ms. Carolyn Goad present
jointly at most workshops. Together they provide insights into opportunities and
challenges of cooperative agreements. They seek solutions and strive to enhance the cooperative
agreement experience...because when they do....students, higher education and
technology centers all win! The workshops and books
were developed by Dr. Locke and edited by Ms. Goad.
Between the
two of them, they have over 40 years in education with almost 20 of those years
as administrators with Cooperative agreements. Dr. Locke has served as the
Technology Center Administrator while Ms. Goad has served as the Higher
Education Administrator. They have worked as a team and both have worked
extensively with other Higher Education and Technology Center
Administrators. Their experience is diverse, extensive and it can help

Ms. Goad
has 25 years higher education experience with over ten (10) of those years
dedicated to quality and effective Cooperative Agreements. Carolyn has
worked extensively with three (3) different Technology Centers and many
industries. While serving as the Higher Education Administrator over
Cooperative Agreements, she has been instrumental in the development of many new
Associate in Applied Science Degrees. These degrees are associated with
industry (i.e. OG&E) as well as with the Technology Centers (i.e.
Respiratory Care A.A.S.). She has worked closely with bachelor granting institutions
to provide a seamless 2 + 2 + 2.
Carolyn has
a proven track record with effective Cooperative Agreements at three (3)
Technology Centers. She has presented at national and state conferences on
cooperative agreements as well as working relationships with technology centers,
high schools, colleges, business and industry. She has served as
evaluators for Tech Prep and High Schools that Work. At the request of the
Oklahoma State Regents for Higher Education, she presented to other higher
education institutions on cooperative agreements.
Carolyn
Goad knows the challenges and obstacles that face the cooperative agreement
process. She would be a valuable asset to your Cooperative
Agreement Series Workshop.

Dr. Locke
has fourteen (14) years of education experience working in education as a classroom teacher,
vocational teacher, higher education counselor, higher education retention
specialist, technology center administrator, higher education administrator (VP
of a university). Her years working at a Oklahoma Technology Center were
dedicated to Cooperative Agreements. Jeana has also worked on
developing new degrees and understands the OSRHE policies for Associate degrees
and Bachelor degrees. She is one of the rare people in the state who has relevant
experience in regular secondary teaching, vocational secondary teaching,
junior/community college experience, and senior college experience. Put this all
together and you can learn about all the differences and similarities.
She understand the 2 + 2 +2.
She initiated, developed and facilitated the process for many students to
complete the whole process in automotive and aviation. Aviation student
can earn a master degree.
Jeana has a proven track
record of working with five (5) higher education institutions while with the
technology center. She has presented at state and national conferences on
cooperative agreements, 2 + 2 +2, and other topics. From a high school
teacher to an administrator at a technology center to a University Vice
President, Jeana has worked with administration, students, and faculty. Her technology center
knowledge combined with her higher education experience are a real plus!
Since Jeana has lived
and worked in the real world of higher education and technology centers, she
knows and understands the opportunities that are waiting. She understands
the challenges and seeks ways to overcome obstacles. Dr. Locke would
be a valuable asset for your Cooperative Agreement Series Workshop.

- Cooperative agreements are formal Oklahoma State
Regents for Higher Education approved agreements between a state higher
education institution and a state vocational institution to offer courses
leading to an associate in applied science degree (Oklahoma State Regents
for Higher Education, 1997).

The regents state that the
College and Technology Center have evaluated the curriculum, teacher
credentials, facility, equipment, and assessment of the courses in the
agreement. Furthermore, these
criteria have been determined to be equivalent.
While the teaching method or location may be different, the outcomes
are equivalent and there is not a need
for the student to repeat the competencies learned.

The
purpose of an Oklahoma cooperative agreement is to expand student access
to Oklahoma educational opportunities with resource –sharing partnerships
between institutions of The Oklahoma State System of Higher Education and
the state’s vocational and technical education institutions for the
benefit of Oklahoma citizens, business, industry, and students.
Cooperative agreements should also strengthen the education and
training programs that lead to employment in occupational and technical
fields (OSRHE, 1997).
